Regulatory Permitting Management Services for UNAGI Project

Regulatory Permitting Management Services for UNAGI Project

MECIP is providing comprehensive Regulatory Permitting Management Services for the UNAGI Project, involving the installation of a new 2 MW Gas Turbine Electrical Generator within an existing petrochemical facility in Kertih, Terengganu. The project is undertaken for IHI Power System Malaysia Sdn. Bhd. (IPSM) and is designed to support the development and operation of an ammonia-fueled gas turbine power generation system, including all associated mechanical, electrical, civil, structural, and fire protection facilities.

Acting as the Principal Submitting Person (PSP), MECIP is responsible for managing the complete statutory approval process, ensuring compliance with Malaysian regulatory requirements and facilitating timely project execution. Our services encompass project permitting strategy, regulatory coordination, authority liaison, submission management, compliance tracking, and approval facilitation throughout the project lifecycle.

The scope includes obtaining approvals and clearances from key regulatory authorities, including the Local Authority (Majlis Perbandaran Kemaman), Fire and Rescue Department of Malaysia (BOMBA), Department of Environment (DOE), and Energy Commission (Suruhanjaya Tenaga). MECIP coordinates all submission activities related to Planning Permission (Kebenaran Merancang), Building Plan Approval, and Temporary Building Permit, ensuring alignment between engineering deliverables and statutory requirements.

Leveraging decades of experience in regulatory permitting and industrial development projects, MECIP provides a structured permitting framework comprising compliance planning, document control, authority engagement, technical review coordination, approval monitoring, and inspection support. This integrated approach minimizes regulatory risks, accelerates approval timelines, and supports the successful commissioning of the new power generation facility.

The UNAGI Project demonstrates MECIP’s capability in delivering end-to-end regulatory and statutory management services for complex industrial and energy infrastructure developments, ensuring safe, compliant, and efficient project implementation from concept through operation.
